At JSC «Khmelnytskoblenergo» part of the «Ukrainian Distribution Network» Group, a €13 million grant project has been launched. The funds will be directed toward enhancing the resilience of the electricity distribution network through the modernization and digitalization of substations and transitioning to a new voltage level.
The project is initiated under an agreement between the governments of Ukraine and the French Republic to support the restoration and maintenance of critical infrastructure. The agreement was officially registered with the Cabinet of Ministers of Ukraine on June 26, 2025, and aligns with a memorandum signed in June 2023 between the Ministry of Energy of Ukraine and EDF International Networks (France).
The project in the Khmelnytskyi region will be implemented by EDF, a leading French company with extensive experience in modernizing electrical grids. The project is set to run until November 2026.
During the project, the electricity distribution system of the Khmelnytskyi region will be analyzed. For one of the most vulnerable sections of the grid, where the frequency and duration of outages do not meet standards, detailed design and cost documentation will be developed to transition to a 20 kV voltage level, and modern equipment will be procured.
Ultimately, the project will enable the creation of a clear plan for the modernization and development of all electrical grids in the region, ensuring reliable electricity distribution for nearly 19,000 consumers.
First Deputy General Director of JSC «Khmelnytskoblenergo» Yurii MAIEVSKYI emphasized: «This is a strategically important project for us. It provides an opportunity to ensure reliable electricity distribution for our consumers in an area where emergency outages occur frequently. It is also a valuable opportunity to gain new knowledge and technologies, implement modern software, and, most importantly, develop a clear strategic plan for the modernization and development of Khmelnytskyi’s electrical grids. This will bring us closer to European standards, reduce technological losses, and optimize network maintenance costs.»
